WTO Efforts to counter US Gaming BanBy PokerPages
Several efforts are on the rise to counter efforts in the United States Congress to ban Internet Gaming Companies that take US players but are based outside of the US.
The Caribbean State of Antigua and Barbuda brought a case to the World Trade Organization (WTO) regarding U.S. protectionism. They claimed the US violated global trade rules by banning Internet Gaming businesses based outside of the USA which take US players while not applying the same rules to US-based Gaming businesses. They demonstrated that US policy had significant negative impact on their legally licensed Caribbean gaming businesses and entire State economy. In 2005 the WTO agreed with the claim by Antigua and Barbuda that the US had violated global trade rules.
But the countries have not been able to reach a settlement. In fact, talks stalled and eventually broke down. "Our delegation presented a number of proposals for consideration by the US, but, sadly, they were not prepared to accept them. What they offered us was not acceptable," said Harold Lovell, minister of tourism, foreign affairs and international transport and trade for the Caribbean State. Antigua and Barbuda are expected to notify the WTO on November 4 of its decision to resume proceedings against the US, which would, in turn, allow the US to commence its appeal.
