I would make everyone play by the same hard, fast, and printed for all to carry, set of rules.
Also I would remove the bologna caveat that allows incompetent tournament officials the right to ignore the rules with final decisions "In the interest of fairness!" There is nothing fair about ignoring the rules! Too much $$$ at stake for that!
