Casino Bill with Online Poker Ban May Be Revived in Massachusetts

Despite the protests against and March defeat of his bill to build three casinos in Massachusetts and ban online poker and Internet gambling, Massachusetts governor Deval Patrick said that his casino proposal to shore up ailing state coffers may yet make a comeback.

"There's a lot of interest in it, and issues that die in one session don't die a permanent death," the Boston Globe reported Patrick saying. "They tend to come back over time."

Patrick told a Brookline Chamber of Commerce audience that his statements were not related to the possible departure of House Speaker Salvatore F. DiMasi, who led opposition to the casino bill, but a confluence of other factors. DiMasi argued the revenues would be offset by social and economic costs, including lost business at other tourist destinations.

Recently however, potential successors have been jockeying for position as DiMasi has faced allegations of ethical lapses. The speaker has said he's not leaving, and Patrick answered a flat "no" when he was asked whether his comments in Brookline related to suspicions that the speaker would leave.

Partrick told Chamber of Commerce attendees that the discussion to revive the casino bill may result from cries for property tax relief, the possibility of slot machines at the state's racetracks, and ongoing efforts by the Wampanoag Indians to build their own casino will revive the discussions.

The Governor suggested one way the casino bill might return is that casino gambling supporters might try to expand the slot machine bill to include resort-style casinos in the state.

In spite of criticism of casino gambling from one questioner who called it "predatory", Patrick defended his casino proposal, stressing that he felt the gains outweighed the costs. He projected that his plan for three casinos would generate at least $600 million in licensing fees, $400 million in annual tax revenues, and 20,000 permanent jobs.

"It may yet come back in the Legislature," he said of his plan.
