Revolt to Relocate UK's First SuperCasino & Poker Venue is Dashed

The surprise award of UK's first supercasino license by the independent Casino Advisory Panel to 16-1 outsider Manchester over favorites London and Blackpool has drawn a revolt from a growing body of MPs and peers.

In fact, more than 100 MPs - 65 of them Labour have signed a Commons motion saying that Blackpool should have received the coveted supercasino license.

But UK's culture secretary, Tessa Jowell, today will confirm her firm backing for the regional supercasino going to Manchester, dashing the hopes of officials in London and Blackpool that last month's decision on the supercasino site might be overturned.


As culture secretary, minister Jowell is in charge of the U.K. government office of Culture, Media and Sport, which includes the U.K.'s Gambling Commission. The Commission is overseeing implementation of the UK Gambling Act of 2005, which goes into effect September 2007. That Act includes award of licenses for UK's first supercasino as well as 16 smaller casinos. The Act will also license and regulate online gambling companies making them completely legal.

The Guardian today quoted a source close to the discussions as saying, "The minister has already told the house she was minded to accept the recommendations but now the proposals have been properly considered she will confirm that position." The advisory panel had made "a very persuasive case".

The advisory panel was most attracted to Manchester's bid because of the believability of the city's plans to combine regeneration of its deprived east side with a commitment to guard against the recognized social risks linked to gambling. They doubted the effectiveness of Blackpool's plans, and saw that regeneration around London's Millennium Dome was already underway.

Jowell's confirmation of the Casino Advisory Panel's decision to award the supercasino license to Manchester comes despite John Prescott having added his weight just 2 days ago to reassign the supercasino license to Blackpool.

Jowell will put an end to all speculation by laying an order asking Parliament to approve the Casino Advisory Panel's recommendations in an Affirmative Order which cannot be amended. This forces MPs to choose between the entire package or none.
